{"id":1123,"date":"2013-11-03T12:45:33","date_gmt":"2013-11-03T12:45:33","guid":{"rendered":"https:\/\/ryecivicleague.org\/?p=1123"},"modified":"2024-06-20T05:25:23","modified_gmt":"2024-06-20T05:25:23","slug":"bos-october-30-2013-budget-meeting-rcl-key-points-summary","status":"publish","type":"post","link":"https:\/\/ryecivicleague.org\/?p=1123","title":{"rendered":"BOS October 30, 2013 Budget Meeting &#8211; RCL Key Points Summary"},"content":{"rendered":"<p><!DOCTYPE html PUBLIC \"-\/\/W3C\/\/DTD HTML 4.0 Transitional\/\/EN\" \"http:\/\/www.w3.org\/TR\/REC-html40\/loose.dtd\"><br \/>\n<html><body><\/p>\n<p>Key points:<\/p>\n<p>1.&Acirc;&nbsp; The general fund budget is up by nearly 4 percent.&Acirc;&nbsp; However, the&Acirc;&nbsp; increase will be substantially higher than that.&Acirc;&nbsp; There are no cost of&Acirc;&nbsp; living (COLA) increases in any of the budgets, in part because the&Acirc;&nbsp; Police and Fire union contracts will be up and those will presumably&Acirc;&nbsp; be in a separate warrant article.&Acirc;&nbsp; The budget is increased by 53 weeks&Acirc;&nbsp; in 2014, a 17 percent medical insurance increase, and a full year&Acirc;&nbsp; without any State contribution to the retirement fund vs. only six&Acirc;&nbsp; months last year.<\/p>\n<p>2.&Acirc;&nbsp; The Police Department budget was tabled until December 9.&Acirc;&nbsp; There&Acirc;&nbsp; is serious discussion about an additional full-time police officer or&Acirc;&nbsp; two part-time officers during the summer to provide a beach patrol&Acirc;&nbsp; shift.&Acirc;&nbsp; The Police Chief wants a full-time officer, the Selectmen&Acirc;&nbsp; appear to prefer one or two part-time summer officers.<\/p>\n<p>3.&Acirc;&nbsp; The Fire Department will not be requesting an added paramedic this&Acirc;&nbsp; year to avoid a conflict with the Police request.&Acirc;&nbsp; Currently there are&Acirc;&nbsp; only three firefighter\/paramedics and four shifts to fill.&Acirc;&nbsp; A&Acirc;&nbsp; suggestion that the Town use its leverage in contract negotiations to&Acirc;&nbsp; permit termination of a firefighter and the hiring of a firefighter\/ paramedic was opposed by the Fire Chief.&Acirc;&nbsp; Plans for a second ambulance&Acirc;&nbsp; will be presented December 9.<\/p>\n<p>4.&Acirc;&nbsp; The Conservation Commission budget was also tabled until December&Acirc;&nbsp; 9.&Acirc;&nbsp; The Conservation Commission wants to introduce a $3 million&Acirc;&nbsp; warrant article for land acquisition in 2014 to squeeze it in before&Acirc;&nbsp; Town Hall funding.&Acirc;&nbsp; They are aware of four subdivisions being planned&Acirc;&nbsp; in Town, including the former Rand Lumber property and would like to&Acirc;&nbsp; have funds available for these.&Acirc;&nbsp; The appraisal of the former Rand&Acirc;&nbsp; property is expected soon, and the agreement anticipated is that the&Acirc;&nbsp; Town would be given 3-5 years to purchase the property at the&Acirc;&nbsp; appraised value.&Acirc;&nbsp; If that could not be done it could be developed.<\/p>\n<p>5.&Acirc;&nbsp; A third lifeguard for Cable Rd.
