Major Site Development at 243 Central Road
The case involves an existing commercial building to be demolished and replaced with a new 4000 square feet building (applicant stated that size was decreased to 3500 sq feet), which will be two stories high. Wetlands are located in the back of the property.  Editor’s note: the ZBA granted variances to allow the new building, parking, and septic system to be within the 75’ wetland buffer, among others, resulting in ‘the pavement being moved much closer to the wetlands because of the aesthetics)†(ZBA, meeting minutes, 06-04-14).Â
Kim Reed, the Planning and Zoning Administrator, stated that the applicant should make his intentions clear with respect to the property next door (i.e. the gas station), namely if there is a plan to have the two properties connected. Also, per Attorney Donovan’s memo, the applicant should provide a use intensity statement. Septic system is being replaced with a new state-of-the-art clean solution system. Two rain gardens will be installed. Chairman Tweedie stated that he thinks the applicant needs a drainage study. The intent is to create access from the back of the building for aesthetic reasons.
Chairman Tweedie concluded the meeting by reviewing Attorney Donovan’s memo (its content was not itemized during the meeting); and by stating that the applicant needs to bring a new plan showing the 3500 square feet building as opposed to the 4000 square feet currently shown on the plan. Also, the drainage will be looked at and a loading area should be added to the parking plan.
Major Site Development for Rannie Webster Foundation located at 795 Washington Road
Proposed expansion of an existing facility, which is currently a 51 occupant nursing home with 35 assisted living spaces. Proposed facility would increase the living occupancy by 49 assisted living occupants, increasing the total to 135 occupants versus 86 currently. Proposed expansion is a two-story facility in the back of existing facility. The existing facility is 58,500 square feet and the proposal will increase that to approximately to 114,500 square feet. A traffic study has been performed. The expansion will result in approximately 20 additional employees. A total of 122 parking stalls will be provided. There are currently 87 stalls.
Kim Reed, the Zoning and Planning Administrator, stated that the Conservation Commission did a site walk. Tom Argue, the spokesperson for the development, stated that they have a meeting scheduled with the abutting property owners to review the landscaping in the buffer area and other issues they might have.
Chairman Tweedie that the plan for the disposal of medications should be provided.
