This is a very complex issue; here is a short narrative of its history as of October 2015.
Same applicant/application(s) came before the TRC in October; however, they are no minutes available for that meeting. In briefly watching the end of the October meeting, the applicant was told to come back as application and plans were incomplete and substandard.

Both items on the agenda are for the same application, however, two different engineers presented (error on the agenda).
First application on the agenda was turned down, namely the TRC committee refused to take jurisdiction on behalf of the Planning Board, stating the application was incomplete, confusing, lacked updated permits, and needed variance relief  for roadway crossing in the wetlands. The board will issue a list of requirements to be met before this can be heard at a future TRC meeting, possibly in January.
As a short historical, in a conceptual consultation on September 2015, Attorney David Brown, stated that the lot is located across the street from BG’s, and has never been used or developed. The applicant is seeking a two- lot subdivision for two houses and to create a third lot to carve off the quarry for liability reason.
The second application is a separate application but relates to the same property, as for above application. (Different engineer.) The proposal is to convey roughly one acre of land from the Wentworth Country Club to the Mulchay property for buildable purposes. The second application was accepted and placed on the December Planning Board meeting agenda.
