Town Administrator

The Rye Town Administrator is hired by the Board of Selectmen. The Town Administrator functions as the administrative officer of all Town departments, on behalf of the Board of Selectmen. The Town Administrator does not supervise the offices of the Town Clerk or Town Treasurer. He is responsible for the general supervision of the business affairs of the Town, as well as the expenditure of funds appropriated for town purposes. He is responsible for reporting to the Board of Selectmen regarding receipts and disbursements under his control and coordinates the preparation of the annual operating budget with the Board of Selectmen and the Budget Committee. The Town Administrator works with the heads of Town departments to set the preliminary budget for the Town each year. The proposed budget then goes to the Board of Selectmen for review and approval and then on to the Budget Committee.

The Town Administrator is also responsible for supervising government operations and implementing the policies established by the Board of Selectmen. The Town Administrator may approve vouchers for obligations incurred by any department under his supervision. He will represent the Board of Selectmen when working with the various Town boards, commissions, and committees, as well as the public and media. The Town Administrator also coordinates legal matters with the Town Counsel.

The Town Administrator is not responsible for making bylaws, borrowing money, assessing or collecting taxes (except in certain situations as stipulated in RSA  37:16),  granting  licenses,  planning  streets,  assessing  damages  or  other judicial functions normally the responsibility of the Board of Selectmen or other Town officers. The Town Administrator does not hire or fire employees. The voters of each town in New Hampshire can approve or defeat a Warrant Article creating or eliminating the position of Town Administrator.

It is advisable to schedule an appointment with the Town Administrator as his is a part time position in the Town of Rye.
