NOTES OF JULY 1 RYE BEACH COMMITTEE MEETING

Present: Members Lori Carbajal, Larry Rocha, Steve Hillman, Keper Connell. Not present: Colin Drake.

6:13 p.m. Start of meeting
6:14 p.m. Four meetings with the company that the town hired to study parking and congestion.
Greg Mikolaities might be a partner of winning bidder.
6:15 p.m. There were several bidders. The Town Manager, the DPW Director and the Chief of Police selected the winner.
6:15 p.m. Public will voice concerns.
6:16 p.m. Feedback on Route 1A – parking on some sides might be eliminated due to safety.
6:16 pm. Dangerous double side parking.
6:16 pm. Mr. Connell mentions loophole of seasonal tenants obtaining parking stickers.
6:17 p.m. Cabin license fees paid. Two passes per cabin? By owner.
6:17 pm. Make Jenness Beach, Perkins Rd., Cable Rd. have more permitted spots?
6:18 p.m. Ms. Carbajal: In her experience on Route 1A North of Jenness Beach everyone is parking on east side.
6:20 p.m. “put tow zone†SUV parked with red sticker.
6:22 p.m. Statistic says striped road slows drivers. Unintended consequences.
6:24 pm. Mr. Hillman: Sen. Stiles speed limit study? Will increase other corridor study.
6:24 p.m. Permit pay per park meters? State will go for the money.
6:25 p.m. Adjust only by park study output.
6:26 p.m. Chief Walsh: $45k to $50k in revenues from parking fines. Sixty percent of that goes to pay for the parking enforcement budget.
6:27 p.m. E street area crosses at crosswalk. Maybe bike park spots?
6:30 p.m. Mr. Rocha: Look at Hampton as example. Almost no parking by wall.
6:31 p.m. Jason (park study?) has national knowledge of beach parking.
6:32 p.m. Let’s talk and await study.
6:34 p.m. Three ice cream trucks, fourth coming. Sunrise Way truck woman doesn’t move. Ordinance issue.  Understanding that trucks should move periodically. What do vendors want? Board of health / licensing issues.
6:37 p.m. Regulation of prices?
6:38 p.m. Flag system. Mr. Hillman asks about lifeguard manual. Mr. Rocha says he has one. Mr. Hillman says some days flags should be moved but are not. Jane is head guard.
6:40 p.m. Talk of making swim zone as big as reasonable. Hillman – how many Pirate Cove chairs? Chairs should be oriented to flags.
6:43 p.m. Chairs used to make zones clear. Jane/two guards per beach, Jane circulates.
6:44 p.m. Mr. Rocha saw stations at 10 a.m.  Report to duty at 9 though.
6:45 p.m. Jane says surfers set zone.
6:47 p.m. Guards need to be elevated, not chat/stroll and not impaired/wavelet blockage.
6:48 p.m. Mr. Connell says he has nice fish scope shows beach usage/living beings. Parking/beach. Symbiotic, reason for Foss beach underuse.
6:52 p.m. Ms. Carabjal: From 10:00 a.m. to 11:30 a.m., low tide beach is congenial from Straws to Sawyers.
6:52 p.m. Mr. Hillman need to charge for permits.
6:52 p.m. Ms. Carbajal: how much police time handling permits? Yoga woman shut down by state.
6:52 p.m. Ms. Carbajal: Yoga lady is for free but still getting waivers.
6:54 p.m. Chief – we need a permit cap.
6:55 p.m. Hillman/Carbajal: no sand based use on weekends.
6:56 p.m. Connell: do permits cost money?
6:57 p.m. Connell: permits have value; feels binding contract both sides, tighten it up.
7:07 p.m. Chief relates canoe/kayak capsize on a swimmer.
7:10 p.m. Talk of surfer/swimmer tension.
7:11 p.m. Lifeguard had to be rescued by Coast Guard on paddleboard.
7:13 p.m. Connell:Â must have flotation device.
7:14 p.m. Rocha: paddleboards should have leashes.
7:15 p.m. Hillman: neophytes should have guidance.
7:16 p.m. Should committee introduce itself?
7:18 p.m. Endless Summer movie at Music Hall- maybe intro there.
7:20 p.m. Dad observed not instructing his kids well.
7:21 p.m. Rocha: Mussellman said observe do not talk is Committee charge.
7:22 p.m. Northern neighbor tall boy cooler situation.
7:23 p.m. Rocha – beer drinkers south of baths.
7:24 p.m. Canadians at Cable burying cans.
7:27 p.m. Undercover swimmers?
7:28 p.m. Unpermitted fires. PHS likes Wallis/Pirates, UNH Cable, and Exeter Sawyers.
7:29 p.m. Fire on beach- underage arrested adults ticketed.
7:30 p.m. Trash – Endless Problem
7:32 p.m. Litter case solved by permit.
7:34 p.m. Carbajal: Litter- how about a $1000 fine?
7:35 p.m. Connell: Trash recycle bins?
7:36 p.m. Hampton has such bins.
7:38 p.m. Kate Hillman wants recycle bins.
7:39 p.m. Seasonal yellow barrel trash .
7:43 p.m. A few permit denials due to no-shows.
7:44 p.m. With 5 yoga apps some will get denied.
